What is size of "mounting hole" where the rotation happens

I have my own "special" mounting bracket that has a 60 mm diameter stub. Is this a "standard" dimension that will mount to this stand ?? I'm talking about the hole at the top of the post that the black 4 legged plate mounts to.

The distance from the center of the mounting hole to the top of the base legs is approximately 28 inches high.
