Yes, this Milescraft SignPro sign making system will accommodate a fixed based router, you just have to be a little more careful when starting the cuts.

You can use this with a fixed based router but it won't be as easy as using a plunge router. The template sits with enough distance between the router base and the wood that the bit will clear the template easily. It would require a deal of caution on your part and you might get some goofs if your not careful. The templates require the router bushing to follow the pattern precisely to get correctly formed letters. That being said I used a plunge router to make sure I had my bushing set firmly and I still got a few goofs. This kit has a light learning curve to it. I did leave the plunge set at depth a few times which would mimic a fixed base router and it worked fine for me. You just have to make sure the area you push your bit into is a wider portion of the pattern that you can work the bushing against the pattern if you don't hit it exactly. It really depends on the amount of accuracy you are looking for.
