Due to the many width configurations of bike handlebars, it is advisable to take a measurement and then choose an appropriate hitch extender like item #32825 shown below.

Absolutely, the wheel hoops are adjustable for the wheelbase then a ratcheting hook slides down the center bar to hold the bike down so it can't "jump" out of the wheel hoops. Additionally strips of rubber hold the wheels in the wheel hoops. For security (theft prevention) I pass a 5/8" bike locking cable 6' long through the wheels and the frame. The locking cable was $6 on sale at Northern Tool.
