The Honda EB10000AH generator is manufactured in a Honda plant in China.

The Honda EB10000 portable generator is manufactured at a Honda plant in China. This includes the casting and machining the the larger GX630 v-twin engine. -Robert@Honda

The Honda Portable Generator Model# EB10000AH does feature auto idle which will lower the RPM speed when no load is applied to the generator. Once a load is applied it will resume to full RPM.

The EB10000 has AutoThrottle, which holds the throttle at a low, quiet speed until there is a load applied to the generator. Then, it automatically speeds up for full power and holds that speed until the load is removed. AutoThrottle is a "full-on, or full-off" throttle design.

FYI, Honda inverter generators (EU-series) have a different version called "Eco-Throttle" which as part of the inverter technology, can adjust the throttle to any position needed to match the load. These models are move of a "variable throttle" design and adjust anywhere from idle to wide-open throttle and any point between, depending on the load.
