Two charge controllers(sold separately) cannot be connected to one panel. To charge more than one battery with one panel, you have to wire the batteries in parallel(not in series) and connect the charge controller to one set of terminals. To charge the batteries separately, you would need two panels and two controllers.

Two charge controllers are NOT necessary. Charge one battery through the charge controller and jumper the first battery to the second battery then both will be charged together.

The previous answers are correct as far as they go, but lack some vital details. The batteries MUST be identical or at least very similar in their specs and should be of the same age. Also, when attaching your 12V load to the batteries (except in a vehicle with double batteries), you should draw from the negative terminal of one battery and the positive terminal of the other battery. This will ensure that the batteries discharge evenly and one will not wear out more quickly than the other.
