It is not necessary to use a pad with this tank but it is highly recommended. At Northern we do not sell any pads for this tank.

This tank has 4 ports. It has a 1"-11 NPT float gauge port, 1" NPT safety relief valve port, 3/4" NPT fill valve port, and a 3/4"-14 NPT vapor service port. The gauge, safety relief valve, and fill valve are included.
There is no wet leg port on this cylinder.

Can liquid propane be withdrawn? Is there a dip pipe to the tank bottom? If not, is it safe to turn the tank upside down to obtain liquid flow?

The Worthington 420 LB Propane Tank does feature a dip tube for liquid propane withdrawing that is 11.1 inches in length. The Tank is not to be utilized in an upside down position.

This Worthington Cylinders Propane Tank - 420-Lb. Capacity is manufactured to Department of Transportation (DOT) or Transport Canada (TC) specifications in facilities that have a Quality Management System certified to ISO 9002 requirements. It is not ASME certified.

The tank does not come with any valves, but yes, you can get fittings that will allow you to fill it without taking it out of service.
