What is plate bolt hole measurement(s), if you caliper the shaft diameter, does it measure 15/16 instead of one inch?

The flange mount bolt circle is 6-3/8" x 3-1/4" and the shaft size is 1".

The bolt circle on small engines are measured from the shaft to the center of one of the bolt holes, then double that measurment.
