The laws for transportation of fuel can differ in every state. Follow the DOT regulations for the state the caddy is being transported in. Transporting the fuel in 5 gallon containers may be required. Then the caddy would be used for storage and on site maneuverability.

I am getting older and move items around with my compact tractor and chain on bucket. Since I would need to put this in an area inaccessible by pickup, are the handle and brackets heavy enough to be moved in this manner?

This Item cannot be picked up by the handle. It is designed to hand deliver fuel by pushing or pulling to the location it is needed. This is for fuel transfer and is not meant for delivery by means of any vehicle or trailer.

There is not a flow meter currently available for this product. Flow can only be metered by counting the number of revolutions the handle is turned. Twelve revolutions equals one gallon.
