No, the smallest this will go is 18 1/4" x 18 1/4".

It does not go that small. You could easily modify it so that it would. Simply cutting the four bars.

Only if you secure a plywood (or other base) to it to meet the minimum size of the base

That's about the size of the drill press base plate I have it on. It held it OK without modification, but it fit like a glove when I shortened the front and back adjustment bars to let it go narrower. A hacksaw did the job.
