Can you take the screen off, what i would call the front of the engine, and bolt a pully on the front also.

The screen on this Honda V-Twin Horizontal OHV Engine with Electric Start can be removed. A pulley or drive device should only be mounted to the PTO side.

The screen covering the cooling fan can be removed for service/access/repairs. A pulley or drive device should only be mounted to the PTO side. The other tip of the crankshaft has just enough thread/spacing to fit the large flywheel nut; nothing else should be mounted to this side of the crankshaft. I've heard of some aftermarket/third-part recoil start devices being offered in Europe, but have no other details. -Robert@Honda
