Question

Can this be used with the cord partially unwound?

I've owned other cord reels that say to only use with the cord pulled all the way to prevent overheating.
Does the same go for this one?

I've used this to run a table saw and I've only unwound it enough to run the saw (maybe 10 feet). My outlet is 20amp and the extension cord is rated and fused for 15amp so maybe my setup is different than yours so YMMV.

Depends on the load you are putting on the reel ... if it's a light load a partial unwind would be fine.

For a heavy load (close to the current limits) or for an extended length of time in use I would unwind the cord fully.

The lead in is the same as the cord in the reel. 12/3.

It's all 12/3 from the retracting wire to the lead wire. I've used this over and over again with 15amp tools (table saw, tile saw, heavy duty drill press) and had zero overheating problems.

I wouldn't mount it outside. Mine is just inside my garage and I pull the cord outside for use. I wouldn't leave it in the rain or snow.

There is an inline circuit breaker on the male end and a circuit breaker box on the cord end leading to the male plug.

It is in-line in the power cord and is located just above the male power plug (the little black box).

Yep,

When using just pull out desired length. When done, just give a little jerk on the cord and it retracts.

Also, the black "golf ball" on the cord can be repositioned If the reel is mounted high, you can limit retraction so the end stays within reach from the floor.

It comes with the mounting bracket already. Just pop the set screw out, pull the bracket off, mount to your wall or ceiling, pop the unit back onto the bracket and tighten the screw. It's all included in the package.
