It is not building pressure according to the main guage.

First check the pump head to see if there is a plug in the air intake. This would need to be removed if you haven't already. Second thing to do is to hit the reset button on the motor. Third if you have it connected to an extension cord, remove it and plug directly into the wall.

A service valve on an air compressor is the same as the drain valve. This is not the same as a regulator valve which is designed to regulate the pressure of the air compressor.
