is the retraction stopper adjustable.

i plan on mounting this unit on a 11 foot tall ceiling and would like to have the cord reachable from a standing position.

The cord reel is retractable and works like any conventional reel. You can start or stop the retraction of the cord depending on how much length you need.

What is the low temperature limit?

I plan on mounting these in an unheated pole barn which gets cold in the winter. Does the reel still retract in cold weather?

There are no cold weather restrictions for this cord reel, if mounted indoors this cord reel should retract under normal winter temperatures.
