Is Everyting included to operate the lift in the package? And does it sit above the floor level when in the lowered position?

On this Bend Pak Full-Rise Scissor Lift comes with everything you need except tools and air supply. An air supply (30 psi min./ 3 cfm min.) will be required for the safety lock mechanism. This lift must be installed on a solid level concrete floor with no more than 3-degrees of slope. Concrete requirements are 4” Min. Thickness / 3,000 PSI. In the down position the lift will be level as long as it is installed on a level floor. Be sure to follow all manufacturer recommendations.
