Yes, The handle on this unit will lower to the ground by simply turning the knob on the top to the left.

This air/hydraulic jack cannot be used manually by disconnecting air line.

No the jack will not leak down unless you turn the valve between the handles. you turn the valve clockwise then push the air valve to raise the jack and to lower the jack all you do is turn the valve counterclockwise.

The total stroke on the Torin floor jack is 7.8". The required air coupling is 1/4".
