It would likely depending on the size of the vise. The downside would be that the stand wouldn't be stable enough to support a vise without falling over if you ever really put a load on the vise.

Yes, but unless you bolt this to the floor, you might not have the leverage that a vise mounted to the bench top will give you. The picture might not show this clearly, but you have many bolt hole locations to fit different size grinders and other things to the top of this stand.

Yes.
The top platform is universally drilled & slotted. If all four holes in the vise's base don't line up, new holes could easily be drilled in the top platform to accommodate the vise mounting holes.
If used for a vise, I would STRONGLY recommend the stand be firmly bolted to the floor!
