This item is a category one three point hitch adapter that accepts a category two hitch ball mount. It comes with 7/8" pins only.

Can the lower link pins be swapped out with Cat 2 pins, or are they welded in place?

Yes the lower pins on this tractor hitch are removeable and are shipped uninstalled.

They appear to be threaded into a "welded in" nut so if the new pins have the same thread type, go for it.
